Principles that characterize the British civil service.
a) The tradition of anonymity. Civil servants are taken to be carrying out the instructions of minister.
b) The principal of civil service impartiality. Those civil services are expected to serve whichever minister is in office without partiality.
c) Ministers make policies and civil servants execute the policies.
d) The tradition of assumption that it is not the task of the civil service to initiate change or take responsibility for planning future.
