Answer Text: -Higher learning institution were downgraded as technical colleges for a very long time. For example, Makerere, 1922-1952.-Higher learning institution like, Makerere, Nairobi and Dar es Salaam were barred from awarding degrees until they were affiliated to the University of London.-Their numbers were limited to three high school graduates. Those who failed to get admission sought overseas education.
