-Lack of political good will:Kenya is currently in political crisis which is already an obstacle
-Natural calamities:Due to natural calamities such as drought, floods, most of the
money have been invested there preventing the dream
-Lack of co-ordination and co-operation between the executing parties. E.g ministry of finance may not release money immediately to the ministry of planning
-Persistent reliance on donor funding
-Lack of domestic resources:Kenya has inadequate domestic resources such as skilled labour.
