(a) This is the force that causes the surface of water to act like a fully stretched thin elastic skin
(b) Temperature - Temperature rise causes a rise in kinetic energy therefore weakening the force of attraction between water molecules hence lowering the surface tension.
Impurities - Impurities weaken the force of attraction between water molecules hence lowering the surface tension.
